The concession contract was concluded between the Ministry of Economy, Trade and Energy and the companies Fada 1 shpk, Rafaelo 2002 sh.a and Ekspres Beton Lezhë shpk.The object of the contract is: financing, design, construction, commissioning, administration, maintenance of hydropower plants Shkopet 2 and Shkopet 3 in the river Mat, Lezha district. At the end of the concession period, the facilities will be transferred to the Contracting Authority.

In the Founding Act, the capital of the company consists of: Fada 1 shpk (5% of shares), Ekspres Beton Lezhë shpk (5% of shares) and Rafaelo 2002 sha (90% of shares)
