The concession contract was concluded between the Ministry of Economy, Trade and Energy and the companies 2T shpk, Perxhola shpk, Albadi shpk, Me-Aj shpk, Mix Tecnic shpk and UDSA (Union Distribution Service Albania) shpk.The object of the contract is: financing, design, construction, commissioning, administration, maintenance of hydropower plants on the river Zalli i Okshtunit, Bulqiza district. At the end of the concession period, the facilities will be transferred to the Contracting Authority.

In the Founding Act, co-founders are the partners: Perxhola shpk (30% of shares), 2T shpk (15% of shares), Mix Tecnic shpk (10% of shares), Union Distribution Servis Albania shpk (10% of shares), Albadi shpk (15% of shares), ME-AJ Energy shpk (20% of shares).
